Title: Update Project Dependencies for Performance, Security, and Compatibility#1690
Description: This PR updates the major project dependencies to improve performance, security, and compatibility. In addition to updating the dependencies, the following changes were made:
Updated the oclifhandler and fixed related issues.
Fixed the Oclif Handler
Removed deprecated packages.
Fixed the path of the hook in package.json.
These updates ensure better stability and a more optimized development environment.

Note : Rest of the dependencies have some breaking changes which will be update soon.
